- The primary outcomes of interest are substance use behaviors. The secondary outcomes of interest are (i) mortality, (ii) employment and earnings, (iii) justice system involvement, e.g., civil and criminal legal system encounters, (iv) housing status and household composition (see Footnote 5)
- The study outcomes will be measured at baseline (T0) and at year 1 (T1) and year 2 (T2) for both groups
