Total cases comparison for 100K inhabitants. At the beginning of initial targeted period, Spain recorded 4,9 cases per 100,000 inhabitants. When lockdown started, Germany and Spain recorded more than 30 cases per 100,000 inhabitants. At the beginning of Phase Two, all countries registered more than 190 cases per 100,000 inhabitants and Spain holds the record for this metric, having recorded almost 500 cases per 100,000 inhabitants
