  1. The overall effect of the same amount of PSH on health outcomes is dependent on the quality of governance in a country; it will have more impact in a country with good governance and minimal impact in a poorly governed country in SSA. The same increase in PSH is twice as effective in reducing U5M and increasing LE in countries with higher QoG as with lower QoG, as shown in the table above
